Willingham Franklin was born in 1780 at Spilsby, Lincolnshire, son of Willingham and Hannah Franklin and brother of the Arctic explorer, John Franklin. He was educated at Westminster School and Oxford University, later becoming a fellow of Oriel College. He was knighted and appointed puisne judge of the Supreme Court in Madras in 1822.
